Richard Knill Freeman
Samuel Taylor Chadwick, a doctor and philanthropist, funded a number of charitable projects in Bolton. Knill Freeman was the architect for several of these including Chadwick orphanage, the Chadwick museum, Bolton infirmary and model dwellings in Haulgh and Peabody Street in Bolton.
The Bolton Chronicle of 2 August 1873 described the accommodation in great detail.
The exteriors of the houses are remarkably unaltered for Bolton. The photograph below shows Portugal Street.
